Grand Gateway (North East) RTPO

On October 1, 2015 Grand Gateway EDA entered into an agreement with the Oklahoma Department of Transportation and Oklahoma Association of Regional Councils partnered with Grand Gateway EDA to establish a pilot Regional Transportation Planning Organization (RTPO) in northeastern Oklahoma. The Grand Gateway (North East) RTPO will serve the counties of Craig, Delaware, Mayes, Ottawa, Nowata, Rogers and Washington counties to provide meaningful long range transportation planning. This pilot program is the result of increased levels of coordination required between Departments of Transportation (DOTs) and local governments as outlined in the most recent surface transportation bill signed into law during July 2012 under MAP 21. This bill also gives states the flexibility to create RTPOs in order to advance transportation planning activities.

As part of this program, Grand Gateway will be completing a scope of work which includes the following:
-The creation and adoption of a Planning Work Plan (PWP).
-The creation and adoption of a Public Participation Plan (PPP) which includes the moderation of an ongoing and inclusive public involvement and outreach process.
-The creation of a Long Range Transportation Plan for each of the following counties: Craig, Delaware, Mayes, Nowata, Ottawa, Rogers and Washington.

Grand Gateway is working with local citizens, elected officials, transportation stakeholders, and other partners and has organized a technical committee and policy board to provide input during the planning processes.

The Technical Committee and Policy Board are two separate bodies composed of local officials and/or other citizens with relevant experience or expertise in technical fields related to any mode of transportation. Technical Committee members provide direct feedback, advice, and oversight on issues such as best practices, accepted design and construction methods, policy, and methodology in transportation planning. Policy Board members review recommendations and approve resolutions and actions to proceed with proposed projects, programs and other business matters related to the Grand Gateway (North East) RTPO.
