Rural Economic Action Plan (REAP)
What’s REAP?
In 1996, the Oklahoma State Legislature passed the Rural Economic Action Plan (REAP) legislation to assist small communities with necessary funding for infrastructure and community needs.
REAP funds are appropriated to the Regional Councils of Governments (COGs) by the Legislature each spring. The COGs then distribute the funds through a grant process that begins in July of each year.
Communities eligible for REAP grant funds are limited to those with populations of fewer than 7,000 residents. Recognizing the financial challenges often faced by Oklahoma’s smallest communities, the legislation gives special preference to communities with populations of fewer than 1,500 residents.

Applicants will use the online application portal to access and complete the FY2027 REAP Application.
Who’s Eligible?
Counties, cities, and towns may apply for REAP funds. Unincorporated areas, school districts, rural water districts, and fire districts may also apply for REAP funds under the sponsorship of the county in which they are located.
Is There a Grant Award Maximum?
Grand Gateway EDA serves a predominantly rural area. To allow a greater number of communities to benefit from the program, there is a $75,000 maximum award for community development projects and a $100,000 maximum award for economic development projects.
What Type of Projects Does REAP Fund?
Eighty percent (80%) of REAP grant awards must be used for eligible projects such as:
Water and sewer projects
Fire protection
Transportation projects
Emergency vehicles and equipment
Other economic development projects
The remaining 20% of funds may be used to assist with projects such as health clinics, renovation or construction of community buildings, civic centers, town halls, and other community improvement projects.
The Grand Gateway REAP grant process begins each year, with awards traditionally announced in October.
